Peabody’s complete regeneration of the existing Heathside & Lethbridge Estates in Lewisham, Parkside is one of London’s most significant estate regeneration programmes. The masterplan scope included the decant of 416 tenanted properties, the demolition of 18 existing blocks and the construction of over 1,200 new mixed-tenure homes in 10 new blocks of up to 26-storeys. Ardmore has been the main contractor on the project since the second phase started in 2010. In that time, we’ve successfully delivered 644 new units. We are currently on site delivering 440 new units in the final two phases.
The original Heathside and Lethbridge estates were two adjoining council owned housing estates, sat within a former sand and chalk quarry – effectively creating a ‘bowl’ with elevated boundary levels, a history of subsidence and significant level differences.
In 2006, Lewisham selected Family Mosaic (since merged with Peabody) as their development partner for a six-phase 18-year regeneration programme of the two estates.
The overall delivery programme for the masterplan has been driven by challenging decant constraints for existing residents, who are all being re-housed in new units on the scheme.
Ardmore has been the main contractor on the project since 2010, when we were appointed to deliver Phase 2. In that time, we’ve successfully delivered 644 new units over 30 sectional completions on the restricted and occupied estate. We are currently on-site delivering the final two phases, providing a further 440 new units.
Phase 2 (completed in 2013) was secured following a single stage competitive tender.
Phase 3 (completed in 2017) and Phase 4 (completed in 2019), we also secured following separate competitive single stage tender processes and a resident led selection process.
Phases 5&6 (due to complete 2024) were secured under a single contract, following a 2-stage tender process, which included an 18-month PCSA period during which we undertook the Stage 3 and 4 design and undertook on-site enabling works including a significant slope stabilisation package to stabilise two soil embankments on the perimeter of the site, to create a suitable level formation for construction of the planned new homes.
As part of the Phase 5&6 PCSA, we carried out a robust series of ‘lessons learnt’ reviews with Peabody and the design team to identify common challenges on previous phases, alongside providing recommendations to be considered as part of the two-stage negotiated approach to the design and build of Phases 5 & 6.
